Upgrade from 4.3 to 4.5 Missing string resources

In places where we can see that there should be a new string resource, the string resource does not exist so the displays the string resource name.  How do we get the new string resources for the upgrade from 4.3 to 4.5?

example:  Admin.Configuration.Settings.GeneralCommon.HomepageTitle
example:  Admin.Configuration.Settings.GeneralCommon.HomepageDescription

See like the migration may not have run - do you have multiple languages ?
