this site under development

Hello,
I built and published a new nopcommerce4.6 website to my iis server, it all seemed to go well.
However, when the website is opened in the browser, it is saying 'this site is under development' and a blank page.  I'm not clear why.  I've restarted IIS, verified .net7.0 runtime is installed with iis support and don't see any errors in the event viewer.   Any ideas or are there logs somewhere that might reveal the issue.

If the website resolving from the domain name displays the message  “This site under development”, then it's likely a DNS or Hosting issue.  Contact your host's support.

There was in fact a DNS problem which is now resolved, but it looks like there is now a second problem, so I'll start a new thread.  Thanks.
