Disable css minify not working

For styling several customer sites (pre-compiled V4.60.6), we need styles.css to NOT be minified, but the setting seems to not be working.

Unchecking the setting for 'CSS bundling and minification' under 'Configuration > Settings > App Settings' removes the css bundling, but the css file(s) are still minified, making it near impossible to style the site.
