Has anyone else seen this bug - I cannot find it reported on the forums here:
I'm using PayPal Standard and I'm registered for VAT. I'm using NOP v1.9.
PayPal Standard works fine when you just pass JUST the total from NOP to PayPal.
However, when you tick the 'Pass product names and order totals to PayPal:' box in the configuration menu for PayPal Standards, the itemisation on Paypal tries to do its own calculation for VAT, by putting the totals for each item ex-VAT, applying any discount ex-VAT, and then doing its own calculation at the end. This can result in a rounding error since NOP seems to apply discount (say 5%) on the inc VAT amount.
I'm having the exact same problem. I contacted PayPal and their response was:
I show your account has an active Tax profile, transactions sent using our Web Payment Standard system will have this applied.
I've included instructions for setting up these profile, you can use them to deactivate or delete the existing profile as well.
Here's how to set up your sales tax rates:
Log in to your PayPal account. Click "Profile" near the top of the page. Click "My selling tools." In "Selling my items", click "Update" next to "Sales tax." Click "Add New Sales Tax." Choose the states for which you are setting up tax rates. Enter a tax rate. Only click "Apply rate to shipping amount" if your state requires it. Click "Continue," or click "Create Another" to set up another sales tax. You can create separate sales tax rates for every state in the U.S. and for every country or region that accepts PayPal.
To set up additional sales tax rates, click "Add Another Sales Tax" on the Sales Tax page.

I'm having the exact same problem. I contacted PayPal and their response was:
But this didn't work either. I'm going to contact paypal again and see if there is a way to not recalculate the sales tax while passing the product names and totals.
