Can I used Nopcommerce as online  T shirt design e commerce website.?
if yes then please provide in which way i can start.

and also how can i give custom attribute to category in nopcommerce 1.90 version

Create a T-Shirt Product with attributes for size, color, etc.

Modify the View in Nop.Web to expose the Picture upload functionality that you see in the admin side so they can attach a design.
