Rich Editor not appearing in IE 8 & 9 for News and Newsletters V2.4

When testing in IE 8 & 9 the Rich Text editor is not appearing in the admin/edit campaign and admin/edit news item. I have 2 sites up and running and both sites have the rich text editor in Chrome and Firefox browsers. Has anyone experienced this problem?

I haven't edited this version except for minor color changes to the CSS.

Have you tried these pages on the admin-demo?

I tested IE8 on the following URLs and the TinyMCE editor is visible.

Create Campaign:

There was a bug reported with the editor in IE7 -fixed in changeset 224ce2d3d1a9.
