Cannot load MaxMind.db

Hello everyone.

I have a NopCommerce 3.4 application that has been running fine on one server. Client now wants it moved to a Godaddy server with the new Plesk hosting. I uploaded the files to the new location, run the site, and I get the following error.
So I then tried to Publish a fresh version from source code to the new server. Same error.

Make sure that App_Data/GeoLite2-Country.mmdb is exist and have write access on the file

Yes,

App_Data is set to Read/Write permissions and set for all child files/folder to inherit permissions.

I checked the GeoLite file directly and it does have read/write permissions

Can you check trust level ? set Full if its Medium

CAS level is also set to Full in Plesk.
It is set to ASP version 4.5.1
App_Data, Bin, Content, & Plugins all have Full Read/Write/Modify access

It seems all you good. Can you check bin/MaxMind.Db.dll and bin/MaxMind.GeoIP2.dll are exist?

For some reason I had:
bin/MaxMind.Db.dll

AND
bin/MaxMind.Db (1).dll

I deleted this, and it works again.
