Cannot load MaxMind.db

After Rebuild when i m trying to run the project i m getting eroor on load i.e
"Could not load file or assembly 'MaxMind.Db' or one of its dependencies. The parameter is incorrect. (Exception from HRESULT: 0x80070057 (E_INVALIDARG))"

i dont know why it is coming but its coming tell me the reason and how to fix this please................

Yes it exist but how to check the read write permission for this i dont know so please tell me .
