website is messed up after the latest update installation

Installed nopCommerce v3.8. I've got bunch of bugs. Front page layout is messed up. Most of the pages do not open giving message:

What is a general set up must be done? I'm getting frustrated about nopCommerce.

Can you tell me, is this is a new installation from fresh ?

Can you get to the /admin page?  If so, look at System > Log, otherwise if you have access to SQL Server, query the Log table to see the detailed errors.  Also, you can see the first FAQ about turning on error display in public store.
