is multi store can be considered as duplicate content?

It depends. You could set up multi-store with different product and categories mapped to each store in which case there's no duplicate content. Even if you use the same products in each store you could setup a language per store and change the product descriptions so there's no duplicate content.
Or you could create 10 stores with their own domains and the same content on every store, in which case, yes you have duplicate content. But this doesn't really have anything to do with multistore, you could setup the same 10 sites as separate nop sites and it would still be duplicate content. You could setup each of the 10 stores on a different ecommerce platform and it would still be duplicate content.
So multi-store might make it quicker for you to setup multiple sites using the same content but it doesn't force you to have duplicate content. The only true determinant of duplicate content is whether you reuse the same content across multiple domains.
