Hmm i don't either. May be when you create a resource group you should have selected Asia , southeast asia ,south india etc. May be you have selected US. Check your resource group location.

I am just shooting in the blind here but it's worth a shot. Better raise a ticket at azure portal.

Did you try changing the location ?? As far as i know Location is used in the Resource group. try n crate a new resource group with location either in Europe or Asia and then assign it to you web app , see if it works then.

1) I think I know what the problem is: I think The problem is in my VisualStudio.
I cannot publish any project because of the same problem:

I downloaded/deleted sdk2/sdk3 several time but have no success.

Is there any other option?
I have VisualStudio community 2015. Should I reinstall it?
2) I can't open nopCommerce with VisualStudio community 2017 - why?

I think you are directly publishing to azure. first try and publish to a local folder and see if it works. if it does then you don't need to reinstall VS , just upload the published files using FTP.
