Confusing , it is maybe a rounding issue you spoke of before

I turned paypal button on our live site, http://www.fabfourstore.com

your cart has hard numbers for tax and total wondering if this is the issue, I tried using pounds and still the same.

I added a NON Shipping - NON Tax product it works

www.inkredible.co.uk I tested your live site (hope you don't mind) free shipping seems to be the big difference on why your settings work, I was able to order and ship free to the states.

Live shipper via USPS is what I need to use
