UPS Shipping Rates are all 0

I'm trying to configure my first nopCOmmerce site.  The shipping rates for UPS are all $0.  Any ideas what would cause that?  I have an access key with UPS.

I have had USPS, UPS, and FedEx mods on my php ZenCart. (over seven years)
They all worked as they should.
I found that the best thing for me to do was to use my own rates in table rates.
Keeping up with shipping rate changes, about every three months is a good idea.
If you can, explain in concise wording shipping details at checkout.
You could, if wanted/needed, refund through PayPal any and all over charges on the product shipping.
I am sure a customer would appreciate that, and therefore remember you as a pretty honest online seller.
