nopCommerce v2.65 released

When i Am installing nopcommerce 2.60,i cant access my admin panel.When i debug admin panel i get error,can u pls help me to sort out this problem.

My customer only has .NET 4 and cannot upgrade yet.  When I open the solution in Visual Studio, none of the projects can load because they are incompatible.  Please advise.
